Tuole Forum is the first international conference held in a Chinese county-level city since China established dialogue relationship with ASEAN. Liupanshui will further strengthen exchanges and cooperation with "Belt and Road" countries through Tuole Forum, to build the forum into an important platform for deepening cooperation in China and ASEAN.

Jaime Casafranca, Minister Counselor of the Peruvian Embassy in China, attended the opening ceremony of Tuole Forum 2018 and said he hopes to strengthen cooperation with China by intensifing bilateral trade and seeking new points of economic growth. "China is Peru's largest trade partner and mineral investment destination," Jaime said. In the first nine months of 2018, Peru registered exports worth 10.16 billion U.S. dollars to China.

Panzhou, the host city of Tuole Forum, is the west gate of Guizhou province. With time-honored history and culture, Panzhou, once the main battlefield of China's "Three-front Movement", is an important node of transportation, energy, business logistics and tourism in the Yunnan-Guizhou region, an energy base in the south of China and the "world home of ancient ginkgo".
